Former CEO of the Warsaw and Bucharest Stock Exchanges, lawyer and strategic adviser with more than 30 years of experience across capital markets, regulation, governance and cross-border transactions.
Dr Ludwik Sobolewski is a capital markets leader, lawyer and strategic adviser with more than 30 years of experience spanning financial infrastructure, regulation, governance, investor relations and complex institutional transformation.
He began his capital markets career in 1994 as Vice President of Poland’s National Depository for Securities, KDPW, where for 12 years he helped develop the foundations of Poland’s securities settlement and trading infrastructure. He subsequently led two European stock exchanges: the Warsaw Stock Exchange, GPW (2006–2013), and the Bucharest Stock Exchange, BVB (2013–2017).
At GPW, he launched the NewConnect market, led the exchange’s international expansion and took GPW public in an IPO that attracted approximately 320,000 individual investors. At BVB, he led a far-reaching modernization, established the AeRO market and contributed to the exchange’s development into a recognized emerging market. During his time in Romania, he also chaired the Board of Directors of Poșta Română.
Today, Ludwik advises boards, investors, issuers and institutions on corporate strategy, capital markets, regulation, governance, negotiations and cross-border transactions. He is a partner at Sobolewski Kielska Dąbrowska and QualiaAdVisory, with professional experience across Poland, Romania, Luxembourg, Estonia, the United Kingdom, Western Europe and the United States.
He holds a doctorate in law from Jagiellonian University and completed postgraduate studies in European law at Université Panthéon-Assas in Paris. He is also an attorney, legal counsel, lecturer and author. His multidisciplinary perspective combines institutional leadership, legal judgment and practical experience navigating decisions where financial, regulatory and reputational stakes converge.

A cybersecurity and AI executive with experience across Capgemini, UK government departments, global corporations, and financial-crime technology.
Victor’s career includes a notable tenure with the Capgemini Group, where he held diverse roles spanning IT network security, governance, risk management, digital forensics, and architecture. He delivered cybersecurity projects for major global corporations including Coca-Cola Europe, Commerzbank, Bayer AG, and Monsanto. His cybersecurity expertise subsequently led to his appointment as Director of Security across several UK government departments.
Today, Victor co-leads initiatives at SilentEight focused on combating financial crime through AI technologies within major financial institutions worldwide. He also runs a cybersecurity company serving small and medium-sized businesses across Singapore, the Nordics, Europe, and the United States, with expertise spanning cybersecurity and data privacy.
Within Executives AI, Victor focuses on the security of the platform and its services, the development of cybersecurity capabilities for clients, and strategic technology initiatives that strengthen the platform and expand its use of AI. His role combines extensive cybersecurity experience with a broader understanding of technology, business, and the opportunities created by the ongoing AI transformation.
